That Written on the map, you need to tell the controller your position, tail number, hight and your next wayspoint on the map. so it is VFR but based on routes because Israel small place and have a lot air traffic. I didn't understand question 2 but you can flight even that you don't know Hebrew, you can talk in english as well. In addition, we have special 2 maps for north and west aera, and where you can find the .routes and the hight of each one, with the wayspoints

אורח פורסם ינואר 2, 2011 דיווח פורסם ינואר 2, 2011 As Hanan said before, the VFR flight in Israel is controlled by ATC and should be flown by routes and visual referene waypoints, so its called CVFR - Controlled Visual Flight Rules. Thats means that you have to identify waypoints on the ground, like interchanges, junctions,settlement and report to the ATC. The link that Adam posted will help you to understand the point. The event is called "lite night", since we used light GA aircraft during the late evening local time. This might suit your request and save the trouble of planning the route, since we do it in the briefing. We take off 21:30 local time, ussualy on Tuesday.
